I don't think you should be making a blank statement like that..The province is under the Emergency Measures act which gives all sorts of powers to the OPP to enforce new rules...
Like the OPP have stated, boating is not considered 'essential' travel and could very well get you a steep fine under the act.

TORONTO - Today, the Government of Ontario announced that it is taking decisive action by making an order declaring an emergency under s 7.0.1 (1) the Emergency Management and Civil Protection Act. In doing so, Ontario is using every power possible to continue to protect the health and safety of all individuals and families.
Trying to be as neutral as possible here (and full disclaimer, I enjoy fishing rainbow on the rivers ... there's only a small window of opportunity for that ... basically until end May at best). Anyhow ... is it okay to walk the dog, but not go fishing, if you practice social distancing? Likewise, is it okay to go for a jog? What about singing the national anthem with people on your street ... again practicing social distancing?
Why is fishing being called out, yet all these other things are still "okay" ... in fact, celebrated by the news?
What about the Toronto "parade" that happened yesterday, that the Mayor attended, and came within 1ft of nurses during a photo op (he quickly corrected himself)? That was seen in a positive light by the news.
I think it's a tad hypocritical ... if we are going to stop fishing opening, then we better stop a lot of other things happening right now that are basically on par! There's nothing like prejudicing one group, telling them to lock themselves inside their homes, while others are freely going out walking dogs, jogging, even participating in parades ...
The Province has said, thru a News release from the MNRF, that Hunting and fishing seasons are NOT...NOT canceled.
Municipalities have closed boat launches.. and the OPP have said boating is not 'essential' travel...So if you can find a place to fish while maintaining social distance ...Yes it's perfectly (legally) OK.

Between the federal Quarantine Act and Ontario's state of emergency, members of the public could face serious penalties for breaking certain rules.
You could face fines — or even jail time — under some of the measures put in place to fight COVID-19.

So that doesn't state either thing we are talking about is against the law.
Can you give a government source showing there is a law prohibiting groups of less than 4 are required to social distance under the law.
Social distancing law applies to groups of 5 or more. And your link stated the same.
Also no legal order has been issued about provincial travel.
BTW: the Quarantine Act only applies to people under an official quarantine order.
I wasn't arguing that, I was dispelling the myth you were perpetrating that the OPP can only enforce the laws that are on the book..
They can enforce any rules they deem applicable under the emergency measures act. If the OPP tells you that your contravening a rule (non-essential travel) and you fail to stop doing it, you can be fined or jailed.
That's exactly what I'm saying.
Police do not enforce rules only laws.
They can only legally enforce any law that is enacted under the law.
Police do not make laws but enforce the ones legally enacted.
There is no current law regarding un-essential travel issued by the province.
