I just looked at your picture on the original post, that looks identical to the carb on my former klx 250(single carb) so on the underside in front of the float bowl there are idle mixture screws covered by a small aluminum plug from the factory. If you do some googling, these are commonly removed to solve hard starting and a number of other problems with the emissions friendly factory idle mixture. I would imagine there could be something restricting that circuit causing the strange idle and hard starting.
