It is essentially no different than the Quebec French laws or even many other provinces for government employees.

The only ones that were interested in speaking ONLY Russian were the separatists. Unlike Canada and it's pi** poor language education in Europe it isn't uncommon for several languages to be spoken in the same house and kids often grow up knowing several languages. I know people here that did that, wife talked Chinese and husband English for example and their kids are fluent or atleast adequate in a second language besides English.
According to more reading on Samrat archery's facebook they started taking down the Ukrainian signs the first chance.
Skip the sugary drinks... I should loose even more than that right now after this winter!
