I really love dogs, but don't ask me how often someone's beagles screwed up my deer hunt. Something I learnt to suck up or just go before the deer campers come. Really no big deal.
There are not many dogs that are capable to get a deer by themself. If you have two or more large/fast dogs teaming up, their odds increase quite a bit.
Again, an irresponsible owner would need to let them run without supervison for an quite some time before something happens.
We did have a episode where we did have to call the C.O., as we were wolf hunting and guess what, a under fed wolf looking malamute showed up at the wolf bait!!!
Owner of the dog lived 4 km from the bait site. Turns out the dog was using the bait for nourishment. He should have been charged for starving his dog.
Owner had been warned many times to keep dog under control.
If your dog is 50m away from you in the bush, its not under your control.
What if you're dog gets into a beaver set at a dam? These are often just below the surface of the water, easily accessible to dogs.
What happens if your dog gets into a wolf snare?
Crown is Crown. Trappers have rights to be there. Most trappers who set on Crown have their traps not far away from field edges, trails, logging roads, pond edges etc so that the time off the sled/atv is minimal to check the trap. Obviously some discretion is needed on the exact placement of the trap, but in the end the trapper has a right to do it.
My grandfather has been trapping for decades, pretty well his whole life. As far as I know he has caught one domestic dog in his time. It was in a leg hold trap, so the dog was released unscathed, and in fact the owner of the dog had to help get it out. The owner also took full responsibility and did not blame my grandfather.
The situation is not as simple as you make it out to be.

Obviously you had a bad experience with 2 out of control / running at large dogs doing damage - more than once. Good you reported it.
However, I really don't think dogs running at large and killing pregnant deer is a huge problem. I've never seen such a thing and I've been roaming the hills, bush , woods and valleys ( deer habit ) with dogs since I was 7.
The dog should always be under control and trash broken for deer, porcupine, opossum etc.
No the situation is not that simple, and it get's me if someone says "dog owner should take full responsibility if his mutt gets caught in a trap".
My dog won't chase deer and I would consider my dog to be under control if she's 50m ahead of me on the trail...
It just is not that simple as you said. We all have to live with each other and have to play the odds.
People who don't care what their dogs do day after day roaming the woods are cut for the same cloth as those who place a kill setup on the ground right next to a trail.
There is only a small percentage of dogs that run at large, and in that small group, there is only a small percentage of breeds amongst them that would chase a deer and then a smaller group of them that could take down a deer or even a fawn.
I think your inflating the seriousness of the problem Chris based on your experience, I don't think it's anywhere near the norm. Be interesting to find out how many charges/fines are levied in a year against owners for letting their dogs run at large.
I've had a pair of my neighbours (4 mile away) Blood Hounds come under my bow stand one year. I thought it was funny, finished my hunt and went to his place to let him know were they were. Together we got them back home safely.
Never crossed my mind to call a CO on him...
bin thinkin... does that guy still have those dogs you have the pic of with the deer in its mouth? i want his advice on how to train my dog on how to be a deer retriever :)
but we need to move on to the real threat... cats running at large, i watched my neighbours tabby take down a bull moose yesterday. bring back the spring cat hunt!
