Not exactly what the summary in the regulations says:
However, you MUST attach the tag if you
are not immediately accompanying the
animal or immediately available to produce
the tag for inspection. For example, the tag
holder must attach the tag if he/she leave
the harvested animal at any time, including:

is not occupied by the tag holder,
• leaving the animal at camp while the tag
holder goes out party hunting,
• leaving the animal at a butcher for
processing.
The instructions provided with your tag will
specify where you must attach the tag to the
animal. Your tag should be accessible and
visible for inspection purposes even when
the tag is attached to the harvested animal.
The tag must remain on your person, or
attached to the animal (when required),
until the animal is processed and prepared
for long-term storage.
The last sentence being the difference,once your at the butchers the obligation on the hunter is that the tag must still be on the animal until the animal IS PROCESSED and prepared for long term storage.
The CO,s have to be able to record the tags that have been filled out or validated.That is why they want tags on the animals if unattended and hanging at a camp,they will scan those tags the same way as they will scan them at the butchers.If any copying has been done its one way to catch it.
