The problem with the info at that link is they tell us exactly how much license money came in and then give a long list of all the good things they did with that money, but with no dollar figures attached....which, if you are familiar with government financing means the total spent on those items was far less than the dollars which came in. But since there are no values given for expenditures, that document is pretty much useless as to determining where it was spent.
