I do know some people that tend to exaggerate the numbers on the various hunter surveys that are given to big game hunters. I think it is a fairly common practice in hopes of preventing future tag reductions.
I guess its a vicious circle. The MNR don't believe the hunter reports because of some questionable responses, and hunters don't believe the MNR aerial surveys and such because of questionable results. Everyone is going through the motions, but neither side can be sure that they are getting accurate data.
