Blood Trail??

Not so sure the civil action will fly unless you can prove they knew you had not committed an offence and still pushed this anyways. If they received a complaint and had enough grounds to believe an offence may have been committed they were within their right to investigate as fully as they could to determine whether or not the offense had been committed. To not investigate fully would have been a derelict of their duty. If charges have not been laid they may be still investigating which may result in no charges being laid.

so what happens to the meat then? with all the time that passes, it doesnt make sense that they hold it for him.
is that a case where he just grins and bears it and allows the law to walk all over him?

Yes I have shot two deer with a crossbow that I could not find any blood , for the first 50 yards.
The deer were both found about 100 yards from where they were hit, both were hit high in the upper lung.

If you go to court make sure you get to, cross examine the Tracking DOG, I would love to here his side of the story.

Was there a fence where u crossed property lines? Or was it posted right there?

My question for the OP is why he is hunting 50 feet off the property line, especially with a bow.
It's legal, yes, but it is just asking for this type of problem.

Sparky, you're BOW hunting LESS than 13-16 yards away from another property you don't have permission on and you haven't got a clue where the property line is? That's not well thought out.

Try this map, it has most property lines marked on it. Also try setting up more in the middle of that lot to avoid the BS next year.
