I generally know that I hit a sensitive and truthful subject when the resident government trolls try and derail the thread.

That's what will happen. Once the pandemic is declared over (down grated to endemic) Heath Canada/Ontario will lose their 'emergency measure' powers and life will return more normalcy.
Without government support (by-laws etc) private places will be on their own. If they want to restrict their clients/customers they will have to deal with that themselves . ie: no power to fine or arrest.
ie: a hairstylist may want to see your 'passport' before she allows you to sit in her chair. But she may face a wrath from people who have natural immunity from surviving the virus and no government issued 'immunity' passport. She may then face problems with a Charter challenge do to restrictions of rights and freedoms and privacy issues. I would get nasty.
I don't think many small business will restrict access by the end of the summer and the cases have dropped to single digits in some areas as we approach the % required for herd immunity .
