They were accredited hunters and bought and paid the $46 license just like anyone else and they had a right to do with it as they wanted, even throw their tag in their friends' group application. Maybe there should have been a stipulation that they needed to actually go hunting LOL? Groups did this because they could and the MNR happily took their money.
As was said, they could have fixed it, if it needed fixing, by stipulating no transfers at all, then it would have eliminated the "couch" stay at home hunters as they could not have transferred their tags.
