I believe that if a plain clothes officer does "light up" a car to pull it over they are then obliged to identify themselves with badges. If stopped, I would be asking for this and if the person cannot produce a badge....carry on. If they do, I believe you are obligated to cooperate otherwise you'd be guilty of failing to stop for police.
There are many police forces who have plain clothes detectives, unmarked and "ghost" cars with many varieties of lights used to pull cars over. . MNR is no different now.
