My Previous home which Just down the road 3 km's from my current home did not have a septic permit, was just marked as Unknown.
Life goes on. It is considered existing thus grandfathered. It was actually installed in the 1970's because my buddy who lives next door to it remembers it being installed.
Personally I wouldn't worry about it and I would just install a simple one myself as long as you don't have any rats nearby. Your other option is using a compost toilet and then just install a grey water tank and put the grey (Gravity) through a simple leach field.
septic tanks and weeping beds are inspected and regulated by the dept of health. they have the final say. New regulations issued by the province govern these factors. They passed this on to the municipalities a few years ago but are still regulated by the health department. If your septic bed was installed in the 70`s then its about due for an overhaul..the price will shock you. On the other hand, welcome to country living. If this fellow has given the township grief in the past then they will have their eye on this property and you as the purchaser will have to bend over to satisfy them. Its happened, i`ve seen it happen. Just dont bite off more than you are willing to chew.
I pump mine out every year and the tank is good to go and my bed seem to function as it's suppose to. As long as no solids get into the leach field should last for a hundred. If my did go there would be a backhoe here and a convert operation :).

one thing i learned when going through all of this stuff is go through your township regulations, im almost certain codes very from township to township and can get VERY confusing
Just ask the owner for a 'Compliance Letter' that way your covered for any/everything...from any back taxes/liens to outstanding permits
