Blaze orange vest question

So I've been searching like crazy for a pack that functions as a bird vest, but that will also allow me to carry gear with me on full day hunts. I've got my heart set on the Badlands Upland Bird vest, except for one thing. I called my local outdoors shop, and they told me that the vest isn't true "Blaze" orange.

My understanding of the law, is that you must have a total of 400 square inch's of hunter orange visible from all four sides above the waist, not including a mandatory hat. I am wondering if i where to wear a standard true blaze vest underneath the badlands pack, will that be meeting the extent of the law? Id be wearing a camo jacket, blaze vest and the pack. You will definitely see the orange vest in the front aswell as sides and maybe shoulders where the pack's straps go over top. Ive included a picture of the badlands pack.

I would like to clear this up before i spend $200 on a pack that will get me in trouble with a C-O.

No the 400 must all be visible can't couver it up.

Exactly. 400 visible.

And before you go spending the money, if it isn't blaze orange, it's not going to count.

Take a look at low light photography of blaze orange vs. anything else and you'll see why.

The most dangers to a hunter are in the early day, and end of day in low light conditions when moving in and out of hunting areas.

I sometimes carry a regular backpack, and when I do I use a hunter orange pack cover. It is a simple nylon "bag" that has an elastic drawstring that pulls tight. I got it from BPS a few years ago but I see it currently isn't available from them.

Well what are the rules in regard to hunting with a backpack? If you google the pack you'll see it's pretty darn orange, wouldn't you guys agree?

I could use a blaze orange rain cover on any standard back pack but I liked the idea of the bird vest with easy bird storage. Won't be the easiest to put birds in a backpack with the rest of your equipment I think.

in the past 8 years no hunter orange, not one square inch, no charges either..........:)

Seems you already know the rules. when there is an open gun season for big game 400 visible inches must be worn. You may want to wear full orange jacket instead of a camo one the sleeves may give you the extra inches you need just measure it out.

So let me get this straight - a TOTAL of 400 CI must be visible, and it must be able to be seen from the front sides and back? Cause if that's the case, then I'll have the front and sides of the blaze vest to make up 400, them whatever will peak out from the sides on my back from under the pack. Also keeping in mind the pack will be blaze orange, just a darker orange then typical
