Bill C-71 & What You Can Do
The liberals have tabled bill C-71 as part of meeting their election promise of getting "assault rifles and handguns off the street." The problem with this bill, starts and ends at not addressing a single thing to address criminals and gangs. For those not aware C-71 proposes the following:
- Make CZ858 & Swiss Arms prohibited. Guns that are today used by some to hunt, will be relegated to range only use until they stop issuing ATTs, like other firearms in the past.
- Remove the ability to go to a gunshow, border or gunsmith without first calling in to get an ATT.
- Non-restricted firearms will have to call in for a "reference number" to lend or sell to another legally authorized gun owner. Stores will also have to do similar. So, imagine trying to sell a long gun on the weekend when the CFO is closed... This as it is written in the bill sounds very much like a soft / backdoor registry for long guns.
- A Mysterious 12(9) category has been created to ban more guns in the future and move them into this category with no compensation. Some MPs have already replied to concerned citizens citing their wish and intent to ban "semi-auto and sniper rifles". Of course they will target millitary styled guns first, but there are also mumbles that anything semi auto will eventually get in this category if they have their way.
Let's be clear, as hunters this does affect us and the money we have put into acquiring some of the firearms that we have. Please join in the fight to put a stop to this.

Don't be naive. Why do you need a reference number from the Registrar in order to validate a license? No reason. Today, a call can be made to the CFC to validate a buyer's license. So, what is this reference number for? Additionally, the bill does not specify what must be provided to the Registrar for them to OK the sale, and therefore leaves much room for CFOs to make rules up as the go along. But the biggest question here is how is this going to tackle gang and criminals? Oh, and how is this going to work on weekends when most gun shows happen... And lending your gun to a family member at hunt camp, when his breaks?
There are also other troubling points in this bill, such as the fact they they have banned two rifles that have been bought, taxes paid with no compensation. So guns that were perfectly fine for hunting will no longer have that utility. They will be relegated to range only use IF the CFO gives ATTs to do so. The last time this strategy was done, it left many Canadians with safe queens. Since 2005, grandfathered owners In 12.X class have NOT been issued ATTs to go to the range.
Additionally, they have created a mysterious 12.9 prohibited class that has no defined purpose. This means they are creating a framework that allows even more prohibitions at a later date.
Finally, for sports shooters and hunters that came to Canada as adults, this bill opens an opportunity for the CFP to stop issuing or renewing licenses on the basis of requiring lifetime medical history. If you were not born in Canada, what happens? Is your license denied because history before your immigration is not available? Is it delayed? If so, and it is delayed beyond the grace period will you be given reprieve from the guns you now illegally possess?
I would suggest that you take the time to read the bill in its entirety instead of repeating what you are told by others.
