A deadline will likely be provided, before which time you will be expected to declare which Newly Prohibited Firearms you intend to surrender to the government, either by phone or online. I doubt many of the people in possession of these banned weapons regard further delays in compensation as "good news." For two years now they've been unable to use or sell what was once their own property as the government dawdles trying to figure out a process to pay them. The owners are now forced to provide the equivalent of free storage of government property.
