Never gave it much thought but planning on bringing some birds home from moose hunting.

Nope, but do make sure they are packed in a way that's easily identifiable to show to be within the possession limit
I would just keep the wings attached to the breast to avoid any BS. If you haven't did it before (youtube It) lay the bird on its back and step on both wings, then pull the legs. The breast meat will come off cleaned with the wings attached.

The back and legs make fantastic stock!!! Just keep all your legs and backs from all game birds in a freezer bag in the freezer. Keep chicken backs and wings too if you have them. At the end of the season you make stock. I often have "4 bird stock" - chicken, grouse, woodcock, dove. It's great for gravies and soups!
