I just picked up a Savage Mark II FV-SR for $239. There are other Mark II models at a slightly lower price. Made in Canada to boot!
Hey Matt~$225 all-in? We all have a budget to work within, but $225 rules-out all but the most modestly price (new) .22s. My top pick in that price range would probably me a Marlin XT-22 bolt action for something new. For a little less, you could look at the H&R break barrel, single-shot .22. Think it's called a "Handi Rifle". Norinco JW-15s are probably the roughest option...but as ugly/roughly machined as they are, they are rugged and fairly decent in terms of accuracy. If you could stretch that budget up to $325...you're in the price range of the Ruger American which is probably worth a serious look. All of these are bolt actions, and all have serviceable iron sights. The Ruger's sights much better than the other 2 I mentioned.
Used~there are plenty of older/used Cooey 60 and Cooey 600 bolt-action repeaters out there too, and even $150-$175 would get you a very nice specimen. Most of these you can't mount a scope on and even models with drilled receivers for side-mounts~not ideal. (been down that road)
I'm reluctant to recommend semis because they tend to have crappier triggers, are fussy to take apart for cleaning, can be fussy on what ammo they'll work reliably with, don't tend to be as accurate as bolt guns, etc. etc. However, the only semi .22 I own is a Marlin 795 (box magazine). The Marlin 60 is a tube-fed magazine version of the same gun. Both are excellent guns for the money, but both have such poorly made iron sights that you almost have to scope them or upgrade to Tech Sights. However, for a sub-$200 gun...worth every nickle.
I have one of these and like it. :) Stock geometry on the these guns (which you have to use an optic with) is terrible though. I added a cheek riser to mine.
savage MK II sells for approx 189.99 at Cabelas.
I would save another month and get a Ruger 10 22 personally. I own bunch of 22's and this is my favorite Next to Remington Nylon 66. Reliable and lots of aftermarket including triggers.
It's the marlin 795 @caBelas.. don't lose the mag.. they are back ordered..
Have you seen what Nylon 66s are selling for? They're in high demand, particularly for folks in the North, since they require little to no lubrication. Last time I saw one at a gun show it was in the $300 range.

Bolt action repeater, made the same as it has been for years when it used to be Lakefield. Reliable, and dead accurate. You'd be hard pressed to find a better .22 repeater for the money.
To the OP. Get out and hit some of rhe gun shows, and check out CGN, there are tons of deals on used .22s out there.
I have an older Lakefield MKII in the safe, like new condition, my dad bought at a garage sale for $40. with 2 mags a few years ago. I also found an older Winchester model 74 Semi just sitting in a barn for $30
I picked up a Marlin 60 in .22lr from Sail for about $160.00 taxes in a while ago when they had there 15% off sail. It's a semi, tubular magazine that holds 14 rounds. Nice little gun for the price and with the little extra $$ you'd have left over you can pick up a sling etc. if you wish.
It's hard to go wrong with a Savage
i'd say a model 60 marlin nice accurite semi auto around the 200$ range.
they are a very good .22 :) i will never sell mine as it was passed down to me from my father... but gotta kick myself, i was at a auction last year that had a couple of mint ones that sold for around $200 i had bid on them, but not over $150, and also a beautiful chrome model i had never seen before, it sold for around $300, it was after that i got on the net and researched them, that chrome model was worth upwards of a $1000 :S even last week i was looking for a nylon 76, which are not cheap either, but found a couple 66's in the states that were still in original box, and were selling for $1000-1500
Well my dad has one. I'm pretty sure it's spelled out that I get it in the will....
before you go out and buy a chrome model for 800 do some more research they aren't worth 1000 more like three to four for a good example the more rare ones are the Seneca green and a brighter green model 77 "Walmart" edition there were millions of nylons made but they don't comand the high prices people ask for them I just sold a very good condition nylon 11 bolt for 450 shipped.
To the Op what is you flavour bolt semi lever pump do you want a new gun or used?

I can highly recommend the Remington Nylon series. I bought a black 66 way back when I was around 18. I got tired of the tube mag and sold it off. Kicked my butt ever since. Bought a 76 (box mag). The rifle functioned well, when the mag did, but I got tired of fiddling with the mag and sold that off. I have had several Cooeye mod. 60s, still have two. My current favourite is my Ruger 10/22.
The Ruger is accurate, rugged" reliable and modifiable if desired.
I won't make the mistake of selling this one off...
any one mention the 597. i own a few .22s and the coey is fun cheap bolt i got the 597 hb witch shoots well at 100yards and hey you like the the Mossberg 715
