I doubt it. As long as a hunter is licensed by the Province and is lawfully hunting,they can't turn around and charge someone under this Act,although,it generally states "....and some wild animals". Don't forget that this is Liberal Quebec with their own rules and regulations ,so,anything can happen.
When they include goldfish I get a bit nervous.
If a dog bites me it now gets a criminal record for assault? Because if they are sentient beings, then the dog has the brain power to understand that biting me is assault and it will be charged for it.
Well I always worry when Liberals create laws but I do think that we should treat animals as humanely as possible. A pig is a pig but that doesn't mean it should be tortured before it gets humanely slaughtered for consumption.
I only scanned it over but there should definitely be harsher punishments for people who are cruel to animals..
-People who leave dogs chained outside for months at a time
-Puppy mill breeders
-Slaughterhouses who kill animals inhumanely
etc..
When I cook chicken legs, often I notice broken bones, like the chickens were thrown around and smashed into things before being killed. That's pretty messed up.
I don't think this really applies to hunters but in certain cases maybe it should (if animals aren't being taken down responsibly).
These changes in Quebec are to bring them up to the standards of Ontario, Manitoba and BC, I don't see many differences here.
I would argue that you are mistaking sentience for competence. Even severely handicapped humans are deemed sentient but not all have competence. Without competence guilt is not assigned for wrongdoing.
On the other hand maybe it could be charged. But surely it would be found not competent
I would agree that Quebec is behind in that respect. Problem there (same as here) is that there is a big gap between the rural and urban mindset. Well, if the change is to treat animals better then a piece of junk (which I believe is the intent), I think we should be strongly in favour of this bill.
Unfortunately, the problem is as always that the Antis will exploit everything (no matter how well it was once meant) for their radical and ridiculous ideology. really sad that we have to fear them.
I saw a few TV shows where farm animals were severely mistreated. Including one on chickens. There should be laws protecting domesticated animals. I agree, don't get a gold fish if your not going to take care of it.
