ABSOLUTELY BRILLIANT! COSTELLO: I want to talk about the unemployment rate in Canada ABBOTT: Good Subject. Terrible Times. It's 5.6%. COSTELLO: That many people are out of work? ABBOTT: No, that's 23%. COSTELLO: You just said 5.6%. ABBOTT: 5.6% Unemployed. COSTELLO: Right, 5.6% out of work. ABBOTT: No, that's 23%. COSTELLO: Okay, so it's 23% unemployed. ABBOTT: No, that's 5.6%. COSTELLO: WAIT A MINUTE. Is it 5.6% or 23%? ABBOTT: 5.6% are unemployed. 23% are out of work. COSTELLO: If you are out of work you are unemployed ABBOTT: No, Trudeau said you can't count the "Out of Work" as the unemployed. You have to look for work to be unemployed. COSTELLO: BUT THEY ARE OUT OF WORK!!! ABBOTT: No, you miss his point. COSTELLO: What point? ABBOTT: Someone who doesn't look for work can't be counted with those who look for work. It wouldn't be fair. COSTELLO: To whom? ABBOTT: The unemployed. COSTELLO: But ALL of them are out of work. ABBOTT: No, the unemployed are actively looking for work. Those who are out of work gave up looking and if you give up, you are no longer in the ranks of the unemployed. COSTELLO: So if you're off the unemployment roles that would count as less unemployment? ABBOTT: Unemployment would go down. Absolutely! COSTELLO: The unemployment just goes down because you don't look for work? ABBOTT: Absolutely it goes down. That's how it gets to 5.6%. Otherwise it would be 23%. COSTELLO: Wait, I got a question for you. That means there are two ways to bring down the unemployment number? ABBOTT: Two ways is correct. COSTELLO: Unemployment can go down if someone gets a job? ABBOTT: Correct. COSTELLO: And unemployment can also go down if you stop looking for a job? ABBOTT: Bingo. COSTELLO: So there are two ways to bring unemployment down, and the easier of the two is to have people stop looking for work. ABBOTT: Now you're thinking like a Liberal. COSTELLO: I don't even know what the hell I just said! ABBOTT: Now you're thinking like Trudeau.

That about sums it up though to be fair, no conservative has ever tried to change how it's reported.

To the best of my knowledge the "the unemployment rate" is those who are on EI and looking for work.

It does not include
Those who EI has run out and are looking.
Those who have given up
Those who lose full time jobs but take seasonal/part time to pay bills.

Hence why when Ms Wynne brags about replacing the 300,000 jobs lost in 2009 ( it only too 5 years) it doesn't tell the whole story, nor does it attempt to isolate or quantify how many people lost good paying jobs in 2009, and subsequently took a lower paying full time job.

Without knowing how far back it was when they defined how these stats would be generated.... This definition of unemployed was also around during the Harper era.

I had the unfortunate luck of going on EI a few years ago... not a pleasant experience.

All political parties will attempt to spin numbers to make themselves look good. Job Creation leading up to an election? It's all the part-time polling station workers who were hired. ;)

Pretty much anytime a government's economy turns from a manufacturing to service industry, unemployment will rise. Just the way it works...lose or drive off manufacturing via labor cost, operating costs(hydro), environmental fallacy, regulations, etc. and turn towards a service economy, people will lose jobs.

Anytime the top service providers need workers, they farm it out to a few highly competitive companies struggling to get the bids and stay in business. Many blue collar workers(non engineers, non architects, non professionals) are left behind, thus the high UE rate.

It hollows out the middle class and due to their natural demographics, are almost impossible to retrain and reemploy in a meaningful, fulfilling employment role.

Service industry is always a big buzzword or code for more government. Why, because government is ONLY a service, they create/build/manufacture NO product in the sense of economy.

Ah! The beauty of Liberal logic. It is always circular, returning to the original idealogical lie irrespective of what path you take. They make a statement and verify with some failed logic.
