They already check for the mentally ill. There is also talk of waiting periods for restricted weapons but again there pretty much is a waiting period for restricted as the CFO has to approve so not really much just talk to pretend to Liberals voters he is doing something. But I am happy if that is all he does. More money for guns and gang units I agree is good.

I have to disagree here, the gang issue is tied to poverty, not necessarily immigration. Where I grew up the majority of problems with guns and gangs was poor white kids, and rich white kids who were bored.

yes it is out of poverty and being disenfranchised... but that is largely immigrant youth in big cities and see illegal gang activity as a way to make money...

You are correct.
In fact part of the crime omnibus bill that Harper tabled and the PC’s voted in, made it tougher on criminals for gun crimes and criminals in general. However, most judges are partisan (because we don’t vote them in), and they failed to uphold the law.
Trudeau has done away with most of those provisions.

Having been a one of the first Provincially appointed local firearms officers I can tell you both this. An applicant can honestly apply for a PAL and self declare he/she has a history of mental illness. An applicant can apply and simply lie on this question and not declare a history.
If an applicant lies and the firearms officer uncovers the lie either through an arrest under the mental health act or a reference tells the officer, that is where the problem,s begin.If you find the applicants Doctor or Psychiatrist and ask for the required information,your not going to get it and they will quote the privacy act.Medical records are private, so an investigator would then have to apply for a search warrant for the records.
The bottom line is an investigator must prove the applicant is "a danger to themselves or others". There is no mandatory law in place right now that I am aware of that "compels a Doctor or Psychiatrist or Psychologist to reveal this concern to the police.

What we need is this to be changed in such a way that the reporting is mandatory,but as most mental Health Act,s are Provincial I cannot see this happening.Do mentally unstable people apply for firearms licenses YES. Do they lie in applications YES.

For an investigator a mentally ill person who has NOT been reported in an arrest,or other incident where the police are called,they are free right now to apply for firearms licenses and simply lie on the application. I think a lot of people over estimate how much power the police actually possess to get their job done.

You could also have a situation where a doctor who is against firearm ownership could sighn away a persons right to ever own one again. I also have no doubt that not every mental illness needing treatment necessitate a gun ownership ban. Lot's of questions to consider and i for some reason or other automatically don't trust government to make unbiased or professional calls on this. Way too ideology driven.

Anyway, the Liberals are continuing to promise to do what they promised to do in 2015, with no action yet.

The only change from their 2015 campaign promises is hinted at in a recent iPolitics report that said Goodale had indicated the upcoming legislation would not require dealers to keep point of sale records, as promised. But iPolitics has since updated that article, so whether they are still promising to do that is unclear.

Incidentally, the claim that gang activity is an immigration problem is false. Gangs arise in marginalized communities, and immigrant communities tend to be marginalized. But we also see gangs in nonimmigrant marginalized communities. The lowest common denominator is marginalization.

I agree and there are some Psychiatrists who will not write a letter for an investigator to use in court or give an opinion either way.

Exactly....and until a FIP hit was generated, these individuals were not detected. They have eliminated the AFO and PFO positions now, so a good start would be adequate funding to allow more and better investigations into applicants.

There is also the fact, depression is not an automatic cause for a person to harm themself or others.

One person only gets a 3.9 grade point and is depressed and no matter what people say that person loses it.
The next person loses their whole family in one car crash, is very very upset, and has depression, but any idea of hurting themself is totally beyond them.

How do you tell them apart. Do you send in the cops to take their guns? One you may save the other your just rubbing salt in the wound by treating them like a criminial.

The dumbest question a medical person can ask is "Have you every thought about killing yourself?". Well not really till you asked that dumb question. They never ask what a person thinks/feels about suicide.

If your Dr knows you are a gun owner and feels you are a risk do to depression for example I believed they are required by law to notify the Police.

Likely,not that many,but,that's not the point. The RCMP should never be given a mandate to make law,arbitrarily,without accountability to Parliament. There must be a system of checks and balances. 1. It's not clear that the RCMP will actually get more powers. The promise to have the RCMP make classification decisions was in the platform & was a response to the previous government limiting that power. So this could be either new powers for the RCMP or simply a return to the pre-C42 status quo. We won't know until the bill is tabled.

2. The idea that there will be an AR-15 ban comes from Don Martin using that as an example of how the RCMP's powers *could* be used, as an argument that most Canadians would find that reasonable. Some of the CGN crowd apparently struggle with spoken English & took this as an indication that the bill will ban the AR-15.

Note that if the bill simply restores the status quo pre-C42, the RCMP would not actually be able to ban the AR-15 anyway.

My view is that It's very unlikely the bill will give the RCMP arbitrary powers to prohibit firearms, for obvious reasons.

I disagree Welsh. Trudough can give the RCMP these powers fully knowing that his hand picked female leader will do his bidding and take the flack away from himself. He will just say it's the RCMP not himself. When the RCMP does something wrong there really isn't much you can do.
It's trendy right now to attack black guns so all left leaning governments will seize the moment while emotions are high. I wouldn't be surprised to see a bunch of restricted get reclassified to prohibited. Seems half the guns in gunshops are black guns. Most gunclubs are huge into restricted and 3 gun games. This will start a cheet storm.

We won't know anything until tomorrow, but I think it's probably simply tightening the continuous eligibility screening that already exists.

Now, that wouldn't typically require actual legislation, because the cops have a lot of discretion. So it may be that there will be either minimum requirements put into the Act or new associated regulations.

A 10 gun threshold was in the original C-68 as the threshold that would trigger the police inspection power, but I think the threshold is now not formally defined.

Another possibility is that this refers to ongoing screening for things like patterns that suggest straw buying, etc.

Its an ancient thread...but:

With regard to firearms-related homicides, most of these are drugs and gangs related with unregistered handguns.
2018 - the latest year I can find the info on, 74.5% with handguns, sawed of shotguns/rifles and automatic weapons, 25.4% with long guns.

In the context of mental health, the money should be spent on mental health resources. Trying to assess the mental health of all of Canada's gunowners on a continuous basis via enhanced background checks? You've got to be kidding with that.

If you really care about firearm related homicides - lets put the money where it will do some good: guns and gangs units and mental health.

Mental health and shootings are always left out they blame the gun instead.

Suicide up

Legal drug prescription way up

Canadian gun owners have been and will continue to be checked on a continious basis as the Firearms interest person will pop up on CPIC if a Police occurrence has been written where an arrest or call has been attended and the mental health of the gun owner has been brought up. The gun owner is then flagged by the system and a possible secondary investigation could be conducted by an investigator, that could result in a recommendation by the investigator to the Chief Firearms officer for a revocation of a licenses. If there is an appeal, then a Crown brief is submitted and a Firerams Hearing held in front of a Provincial Court Judge to determine if the gun owner falls within section 5 of the Firearms Act.

Problem is who is qualified to do these background checks?
if the last 3 years have shown Canadians anything it's the full system from Government to RCMP to Provincial Police to local Police are all operating well outside the letter of the law

The thread is now five years old. In that time, for all the Liberals' talk, the only change is the background check is not limited to the previous five years but the entire lifetime of the applicant, an insignificant change if you already have a license.

The Liberals talk a great deal about gun control but don't get much done. They said they "banned" so-called assault rifles and promised compensation. Three years later every single one of these rifles that government said are "too dangerous for people to own" are still in the hands of the people who own them.

They talked about a handgun ban but decided to "freeze" them which prompted a buying frenzy. The result is there are now more legally-owned handguns in private hands in Canada than ever before in our history. There is also no approved mechanism to turn them in or dispose of them when an owner dies, leaves the country or decides to get out of the sport.

Other countries have managed to achieve both a handgun and semi-auto ban with compensation programs and yet the Trudeau Liberals are so staggeringly incompetent they can't manage either.

Other than the UK,what other countries had a "buy back",was it effective and what were the electoral implications?

It's cuz we're broke and it was never really about the safety lol.
It was the reaction of a tragic event that the government used as an opportunity to spread mis information and demonize a gun that kills less than family pets do in Canada. All because it's part of the agenda

The only trouble for elected officials in those two countries will be the political fallout. From what I've seen and read,politicians backing those policies are paying a hell of a price at the polls. That's something our MP's are desperate to avoid.

If you believe that to be the case then I suppose you would not support anything as you have already lost confidence in the whole system. I always take a more optimistic view of the world.

Lots of shootings in Australia still here is a list of the recent shootings and there were plenty in November alone.

If the government made it easier or redefined the way a mass shooting is classified in 2012 could that not make a rise in mass shootings. Seems there was some changes made then and since then there was an increase of incidents .?

Particularly going of usa s
Charts ,they never used to call a street shootings a mass shooting. Also some organizations use 3 as a mass shooting others go by 4 or more people injured.

Well there was a mass shooting at the Montreal's École Polytechnique, way back in 1989 and even as recent as last night we see a anti gun advocate being elected in on that issue, a whole Province of Quebec
also throwing in there support. Better not to also forget Uncle Billy winning his seat once again by thousands of votes, sunny ways.
