Two Ottawa men, ages 18 and 20, were charged with the unauthorized manufacturing of a firearm and unlawful possession of a firearm, after Ottawa police executed a search warrant in Barrhaven on Saturday.
The search by the guns and gangs unit at a Palmadeo Drive residence also netted information indicating how to make a machine pistol, a partially built pistol, and blank rounds used for testing. Police also discovered a makeshift machine shop in the garage of the residence.
The older of the pair was also charged with breach of probation regarding a similar offence. The two men are expected to appear in court Monday.

Would someone, a little more versed on the technical aspect of a "firearm", please enlighten me? I'm not defending the guys who were obviously up to no good trying to build this, but I don't see a receiver that will make a bullet go BANG? Would a good lawyer, well versed on the technicalities of just what constitutes a firearm, not have this thrown out of court? What am I missing?

It must fire a projectile over 500ft/s. Not sure that would meet the criteria

To meet the definition of a firearm, it does not have to exceed 500 FPS. Muzzle velocity only dictates whether the firearm must be registered, and a firearm licence is required. A 400 FPS pellet gun is still a firearm, for purposes of the criminal code, such as dangerous use, point firearm, etc....it is exempt from the regulatory sections of the Firearms Act...From the CCC....
firearm means a barrelled weapon from which any shot, bullet or other projectile can be discharged and that is capable of causing serious bodily injury or death to a person, and includes any frame or receiver of such a barrelled weapon and anything that can be adapted for use as a firearm; (arme à feu)

They were only in the process of building it and probably are not good at following instructions.

You can find several in depth Youtubes that will go into fine detail.
Instructions on slam fire shotguns etc. I'm not going to post the Youtubes as I might get in trouble on here for that.

If you stop and think about it, the idea that only modern( black plastic stock ) rifle are dangerous is so stupid.

The best trained and equipped ( with crap so advanced you can only imagine it ) are shot at and killed with rifles like the Martini-Henry every day.

The Martini-Henry is at least 150 years old, and uses a straight wall black powder cartridge.

Uppers are on the prohib list too now, not just the lower receiver.

Uppers, or associated components are not restricted - they have never been part of the restricted registration process. I can buy an aftermarket upper and add a custom bbl, aftermarket stock & trigger.

When and if the time comes to hand them in one can just say they were just starting a custom build when the ban took effect and this was as far as they got. The components were non-restricted and could be sold to anyone with a valid firearms license (pre-ban).

So because you were half way through a build does not mean that your AR upper is not a prohibited device anymore.

"That is nice" is a great statement for someone trying to keep you from getting arrested for carrying around a prohibited device as a non-restricted firearm, but you do you.

Once again you are jumping to some ill conceived conclusions that are quite frankly none of your business. Who said anything about "carrying around a prohibited device"? It is quite obvious that you are clueless about the AR platform.......now I can explain but I cannot help you understand. AR's are the Honda Civic's of firearms. You could buy a restricted stripped down lower and then build it from scratch (quite common - I have build several of them) or you can buy a complete firearm and strip the factory components such as bolt carrier, mag release, trigger group, stock, barrel, fore stock, & sights, and then one would buy and sell parts and upgrade the firearm as you go. So it will be quite conceivable that people will have a partially built firearm depending on what they were doing when the ban took effect.

Now I suggest you pi$$ off and crawl back under your rock. I am getting very tired of your exaggerations and assumptions.........

The standard definition of a firearm in Canada is the receiver, which before this OIC did not include AR Uppers as the Lower was the receiver of the gun, this is why you would be able to buy a number of uppers without any license.

What seems to evade your brain is the section in the OIC, let me repeat with a quote.

4 The upper receiver of any firearm referred to in item 87 of Part 1 of this schedule. "

"Other" is a section in the RCMP release, item 87 of Part 1 of the schedule specifies AR-15, AR-10 and other AR style firearms being banned.

Therefore, the Upper is now considered a prohibited device. If you are using an AR-15 upper on another firearm lower that is no a prohibited firearm you are still in possession of a prohibited device.

Did you get the sh&* beat out of you alot as a kid? I am not debating the the facts of the ban.......I am taking offence to your half baked assumption that I was doing something illegal.

If someone bought a lower with the intent to build a gun and then handed in a lower - what is illegal with that? Same as if someone bought a complete gun and sold off components and was about to buy custom components when the ban took effect and handed in lower only (or an incomplete gun). Again what is illegal about that. Do you even have a gun on this list? Does this even effect you?
