Windsor was recently opened up by removing protesters.

Depending on the severity of the current situation,yes,he can and defer debate until the situation is resolved. The current situation doesn't come close to justifying the enactment. The average citizen is too young to realize the dire consequences of such an action because they weren't around the last time. That Act effectively suspends every clause of the Charter and Bill of Rights for however long it remains in force. It is,in fact,a socialists and communists wet dream. In the hands of a politicians like Trudeau and the Liberal Party of Canada with their dire track record of complete screw-ups,what could possibly go wrong?

I'm not sure how the Act even applies here. this may lead to trudeaus downfall... an emergency measures act on a peaceful populace really solidifies the fact that he is a dictator and is not fit to lead the country.
Leaders work to UNITE and not DIVIDE people... so I think this will help open some peoples eyes to how bad trudeau is for Canada.

Thousands arrested without charges, military actions.... the media is already showing most will back him. Problem is the media and commentators from around the world and the impact in the long term. Bill Maher made a reference to a historical figure that he is starting to sound like, makes me think back to the early days of that person and makes me wonder if Trudeau would use it to detain those that have expressed support for the protest too, shut down some of the small independent press etc. His supporters have shown that the Tru-cult is unchanging in their support. They have already been blaming Russia and the US so restricting/censoring the internet coming in that bundle too?
