Has too much time on their hands
You are getting down to wire to try and find something for this spring. 3 hours from Waterloo will only put you on the south end of areas with a bear season. 4 hours will get you almost as far as North Bay or Sudbury or somewhere just NE of Peterborough. More or less that leaves you in WMU 47, 49, 50, 53, 54, 56, 60 or 75. I personally don't know any outfitters in any of these areas but a quick google search turned up these guys in WMU 47:

Take it for what it's worth as I know nothing about them good or bad but the area they are hunting does have good bear numbers. The Bruce Peninsula north of Owen Sound also has a season but I have no idea about outfitters or numbers.

Contact Cameron Lavender in the Bancroft area. He runs a very reputable bear guiding service. http://www.b2outfitters.com/
