I would not be surprised if the paperwork is not already printed and sitting in boxes at your local post office.
Take the warning labels off. Darwin will solve the problem.

Turn your phone sideways ,Two fingers swipe to make larger?

I wondered the same thing,but,because it describes parliamentary procedure accurately vis-a-vie Orders-In-Council and how they work,it makes sense to me. Everyone is free to draw their own conclusions.
