The thing is putting the requirements in the regulations aside, they are not hard to get rid of..they don't float.
Take the warning labels off. Darwin will solve the problem.

If that one bird is a gull I wouldn’t want to get caught driving around with a shot one
I would have layed rock or big stick on it if not buried it on site

I mean that Cormorants unlike ducks and geese have feathers that soak up water, and quickly start to sink..

If you open it and zoom in at the bottom there is a grey and white head and different eye.... I guessed it was a gull, if you can tell let us know. I would guess 10 birds maybe a couple more depending on the pile.

I saw something on top of the birds and was curious so I zoomed in to 300% on the browser, it was just some grass and twigs on top then I spotted what looks to be a gull head and eye. Odd that if they were dumped so neatly why is there some grass and twigs... I think someone repiled them to make the pile look bigger and stage the boxes?

Still don’t see it. If you are talking about what appears to be a beak and eye in the bottom left corner, that’s a tail.

Who cares?
The owners of this Web Site flogged the government so much that they created a "kill the black fish eaters "hunting season".
Yee hah.
Let's kill black fish eaters ++++because we can't figure out how to catch fish from our boats.
Curiously, the Ugly Black birds have no problem catching fish.
If they could not... they would have moved to other lakes.
If you can not catch fish, it is not because of cormorants, it is because you do not now how to fish.
