I had no idea that every day each Canadian firearms owner is checked for criminal convictions and such. I thought it would have been periodic checks or something.

It's referring to entries through the Canadian Police Information Centre. If you do something that gets you flagged as a Firearms Interest Person with the police, then the CPIC will show you have a licence, and someone will be taking a closer look at you and whether you should retain that licence.
