Has too much time on their hands
My camp's WMU 47 moose hunt for many years always consisted of a full camp (18 hunters, mix of young and old)) who always filled their single adult tag. That's all we wanted, 1 tag for the group.
Since they slashed the tags in 2014, its been down to 6 or 7 of the old guys who've yet to see or shoot a calf.
Nonetheless, outside of the 1 week moose season, we're still seeing as many moose (bulls, cows, calves) as we ever have. Even in the "old days" it was rare to see a calf.

I was born and raised in Loring ( WMU # 47 ) and our gang never shot calves hoping it would help the herd and now the MNR rewards us with one bull tag for the whole unit. Unfortunately now a lot of camps will shoot the calves .

We have always shot Calves, and there are just as many Moose where we hunt, then there ever was.
