    What's new is that private sellers are now asked to call in the transfer, à la Registry days. Of course, peaceful non-compliance will certainly be a popular choice for private sellers.

    Noncompliance with transfer rules brings loss of your PAL.

    It's specifically provided in the bill.

    Non-registered, non-restricted firearms legalky trade hands every day without the help of a reference number. Who's tracking what, and how? How will it be enforced?

    It looks like the ref # is just to ensure the buyers license is valid and you did your due diligence as part of the sale. ....

    Authorization to transfer non-restricted firearms
    23 (1) A person may transfer a non-restricted firearm if, at the time of the transfer,
    (a) the transferee holds a licence authorizing the transferee to acquire and possess a non-restricted firearm;
    (b) the Registrar has, at the transferor’s request, issued a reference number for the transfer and provided it to the transferor; and
    (c) the reference number is still valid.
    Information — transferee’s licence
    (2) The transferee shall provide to the transferor the prescribed information that relates to the transferee’s licence, for the purpose of enabling the transferor to request that the Registrar issue a reference number for the transfer.
    Reference number
    (3) The Registrar shall issue a reference number if he or she is satisfied that the transferee holds and is still eligible to hold a licence authorizing them to acquire and possess a non-restricted firearm.
    Period of validity
    (4) A reference number is valid for the prescribed period.
    Your right not likely to be adhered to for guns that are untraceable (private sales)...since they don't know who had it or how long you've had it...

    Looks like they found a way to shut down gun shows. Sellers aren't going to rack up cell phone charges while waiting in que to get a clerk on the line. Not that the liberals would intentionally understaff on weekends when gun shows happen.

    The validation is intended to ensure that PAL is not fake or revoked.

    How the validation will be implemented remains to be seen.

    Checking the validity of one's PAL is one thing. But a reference number? I'm waiting to find out what other information they will want when applying for a transfer.

    This is just a small part of what bothers me with this bill. It's just an annoyance. The other aspects are far more troublesome. ATT changes and reclassifications, for starters.

    An antigun administration that is beholden to antigun activists. This is a government that invited a convicted attempted assassin to a dinner. What could go wrong? During the registry years they sent 3 registration cards over a 6 month period for a firearm I sold and legally transferred. Yeah, this is going to go well. Everything these crooked aholez touch turns to kraaap.
