Like I said, for 90%+ of the big game harvests you should be able to call it in within an hour or two.
Many US states have mandatory check ins of the entire animal, why would it be a problem to call it in, pay phones do still exist and a toll free number reduces your need for change.
Pay phones? I haven't seen one of those anywhere in a very long time. Bell has had an elimination program since 2003. Just as an aside,my grandson (age 12) and I were north of Timmins fishing a couple of years ago when we pulled into a small "mom&pop" gas station. Outside was a phone booth with a disconnected and broken phone still in it. He looked at it and said "What's that thing,Grandpa?"
If a tree falls on your ex in the woods and nobody hears it,you should probably still get rid of your chainsaw. Just sayin'....

There was actually a big fight not that long (month?) about about a pay phone that Bell was trying to remove, it was in a rural community not far from Algonquin Park. They were fighting to keep the phone as cell coverage did not really exist in that area and this was a safety net for the community. They do still exist in Northern Ontario and in other places in Ontario. If the concern is a lack of call in stations then gas stations and hotels could be considered check stations for game, the same way as big buck contests and the old turkey check stations. The elimination program you are talking about from 2003 I can understand for the cell coverage areas of Southern Ontario but it was in 2007 that they increased the cost of cash local calls to 50 cents, so they were not planning to get rid of them or why bother going through the hassle of the increase to the CRTC.
I still see no problem with a call in for big game, this would invalidate the tag and get some proper harvest information, it would also help to keep the fence sitters honest.
Your grandson is 12? He probably has no clue what a turn table is either, or vinyl records, but they are still in production.

Yep-we are all humans,and this is a faceless forum,but if we try,we can do it.
