BFG ATs, I have Bridgestone Duelers for my Jeep, they get too hard in the winter, they are not considered a snow and ice tire but the BFG ATs are, look for the mountain on the tire. This matters, an AT is fine when you have a lot of snow but you are looking for siping and a tire that will stay pliable in the cold temperatures, I found that the Bridgestone tires were fine for deer hunting and spring time but the deep freeze I might as well have had Goodyear Wrangler GSA (Get Stuck Anywhere) tires on there, they sucked for my rig. My 4Runner I had Toyo ATs, they were great but still not winter rated, better than the Duelers but it is hard to compare the tires when moving to a heavier and longer wheelbase vehicle. For proper offroading I was running BFG MT KO tires, they were great, nice and narrow too (33x10.5), they would get down into the muck and find traction below, there is a balance between flotation and traction.
I miss having that thing on the road, 1989 YJ 4.2L I6, Nutter Bypass on the carb, 4in lift, axle swap to 4:10 gears, cable 4x4 actuator in place of the vacuum system, you could over rev it like crazy on the highway but let out the clutch and idle up hills in 4 Low if you wanted to.

Yeah I have seen those tires they are Linglon some sort of Chinese Tires I emailed about them, but never heard back.
The reviews seem OK.
Yeah I can find deals on 16 inch tires but mine are 20 inch.

Oh, if you need cheaper tires that worked on a lot of rigs for us check out Hercules tires, these were the ones most of the guys in our group used, my uncle and cousin used on the farm and my brother still uses on his SUV.
This is what they used to call Trail Digger, now the Terra Trac

I didn't pay attention to the fact that the OP needs tires for a 20" wheel. That might make it impossible to get decent tires (new) for less than $1K
For offroad in a lot of cases you do not want firm sidewalls, if you are really going off road you can air down and get a lot of flex in the sidewall, LT tires with the extra plys hurt that.

I've had Firestone Destination AT's, Goodyear Duratreks, Goodyear Silent Armors, BFG AT KO's, Hankook Dynapro AT's, Bridegestone Duelers, and now I'm running on BFG KO2's E rated. The KO2's are the only AT tire out of all the AT tires I've tried that I'd buy again. I have 67k km's on them now and they're still as quiet as the day I put them on and they're wearing like iron. They're not a cheap tire (price wise or quality wise) but I'm very happy with them. I got my set for 1500 bucks and they're oversized (almost 35") and I expect to easily put 100k on them.
BFG KO's - started cracking/dry rotting and became noisy.

Goodyear Duratreks were fantastic in snow and mud since they're more of a cross between a AT and mud tire but they got loud at around 60k km's.
Firestone Destination AT's were mushy and didn't perform all that great, but they were cheap. Same goes for Goodyear Silent Armors.
Hankooks were OK, but were closer to an all season tire.
Loving these KO2's.

BTW, most AT tires are winter rated, having the snowflake/mountain emblem, and you'll get your discount on insurance for using snow tires.

I have heard the Hercules are good. I will look into the price.
Cooper Discovery has a Ice rating but I had a set on a truck last summer at work and once the wear below 50% the are useless and very prone hydroplaning

This past fall I put Falken ATW 3 all terrain 20" tires on my 2017 Dodge Ram and they are winter rated and good for 90,000K's $ 1,140.00 HST included at Tire Discounter non Dixie Road in Mississauga.
They have great ratings for snow, ice, wet, dry and off road so far have been a really good tires

Try the scrap yard or kijij. Not sure where else you can get 4 decent tires for well under $1000 brand new.Use your crappie tire money to get them installed. Might get lucky at the scrap yard and they will all ready be on rims.

Yeah I watch kijij but 20 inch is an odd ball size. Easy to find 17 and 18.
