    I often wonder if the entities that control these things suffer from the same perils as seemingly every other industry in this province, maybe the people most qualified to make decisions aren't in the position to do so. Maybe there is a lack of experience or a disorganized management? I doubt there is a deliberate intent to cause flooding. It seems like these days you'd have a hard time getting enough people in a room to make a unanimous decision on anything and an even harder time finding somebody to shoulder the responsibility of a decision themselves.
