I suspect its a little of both leaning more towards the latter. Someone crass enough to dump cormorants basically in public view isn't going to collect the empty boxes where they were shot to dump them alongside. Further seems a little coincidental that the professional photographer who made comments against hunting happens to be the one who makes the find.

Honest and skilled hunters would never do that. I,too,agree this is a set-up by antis. After their great hue and cry about a "cull", I would fully expect some of them to pull a BS stunt like that. I wouldn't put anything passed them. Whackos,every one of them.

Look how its displayed. Clearly dumped from a bag. If the hunter took the bag, he'd be worried about his fingerprints, but he wouldn't leave the shotgun shell boxes. Lol.
