Whys the hunter hunting in sight of others if he's got 17 acres?
My guess is he doesn't know that he's breaking the law.
Ridiculous you can't bow hunt when you own that much property.

IMO, as suggested earlier, give the person a heads up, if it persists report him.
Each and everyone one of us has broken the law, ie speeding, we have done this knowing the consequences. At times we may have unknowingly broken the law, and we have had the option of pleading ignorance or dealing with the consequences. We are adults, as is this person.
Many questions pop to mind, ie is he licensed, does he have and apply tags, or is he a poacher on top of illegally using a crossbow. does he keep the pelts, the questions go on; but if he is reported on the illegal use all others will fall in line.
