Well just a few common sense observations China for example has a land mass smaller than Canada with populations much easier to vaccinate. A few reasons for that are they pretty well know where everybody is at any given time AND if your told to appear at x village
or hospital at x time I am pretty sure you will comply.

They are an economic powerhouse and appear to have the ability to build a large hospital in a matter of months not years.

The fact that they had the genetic fingerprint, either through research or they developed the virus would put them in a large lead to develop a vaccine and lastly they had their own facilities and vaccine production in this own country.
