Well as you can read Trudeau does not have full jurisdiction at Toronto Airport for example so can hardly be blamed for what the Premier is allowing.

I guess that why the tests will be voluntary and free of charge for eligible international travellers who land in Toronto. He doesn't have authority to make it mandatory.
