The actual wording in any new legislation will be important.
Where does it say new applicants only? Those were Badenoch's words. It is not what I am reading in the link provided.
It appears to apply for everyone. An application (renewal) is new each and every time. Semantics.

Expanded background checks
The legislation requires expanded background checks over the lifetime of an applicant seeking to acquire a firearms licence rather than just the five years immediately preceding the application. It will also add criteria that must be considered in deciding whether to grant a firearms licence, including a history of harassment, whether the applicant was ever subject to a restraining order, and whether the applicant poses a risk of harm to any person.

“Seeking to acquire a firearms licence”….. not renew one. Firearms licence holders are being vetted every day, on a continuous basis as it is now. There is no need for a five year background check on a person renewing their licence. A quick check of their FIP history is done, and references may or may not be contacted. At least that’s what was done years ago…

This isn't a test run................Enjoy er'.......

This may seem innocent at first glance, but like everything the Liberals (ok - government of any stripe) does, it's far from innocent.
Notice the number of "Mental Health" hospitals growing across the province?
Notice how "Mental Health" has been talked about more and more - especially with children?
Notice how the mental health of people who commit crimes often is talked about in the news?
Now with this new legislation, a child of 8 who goes to talk to the school Councillor for anxiety or stress about whatever - this goes on his health record. When same child becomes 15 and wants to start hunting, he/she MAY be denied a firearms license because of a "history of mental health problems"
A very simple example - but true.
Anyone who goes to a psychiatrist, or talks in private with their family doctor about any mental health issue, which the doctor MUST put on your record, may be denied a hunting/firearms license.
This is how they do it.
Call me crazy, call me a 'conspiracy theorist' - whatever. Wait 10 years and find out.
What is "conspiracy" today is fact tomorrow.

Yup like one of polls said 70-75% of people have some sort of depression or a anxiety over COVID. The others are gun owners
