Depending which way the investigation goes but im thinking even if they find the people responsible the mnr wont be able to do anything.

The big part in cases like this is to find the person responsible person. Witnesses and evidence (e.g.fired bullet) is required. Wasting flesh suitable for food is intolerable no matter who is responsible. In my experience, indigenous communities support charges against members who commit these acts. Having said that, many communities are moving towards their own justice systems (justice circle) for some offences.

That moose picture does not resemble a carcass being eaten by any predators or scavenger s that I've come across
Tenderloin, backstrap, filet mignon = get used to describe basically the same area.
