What were the circumstances allowing the Transfer

we had our transfer approved unfortunately we didn't have the time required. The tag holders wife had a medical emergency the day before we were to leave. He had to get a note from the surgeon and do a few other things to prove the situation but we didn't complete the transfer because we could not get it completed before we were to leave and made other plans. They don't make it easy anymore and there are limited situations that are deemed acceptable for a transfer.
