Drag it out for years replete with bureaucratic bumbling, then publish it tucked away in a bunch of reviews end of the day on a Friday summer long weekend. Seems like S.O.P....

How long do investigations last in other areas. Traffic. Spills.
I’d say four months should cover any investigation.
