I have a Ruger American(while not in 22 lr )You asked for bolts....never had a problem.
I think their bolt is a little cousin of the American.

Which one? A Ruger American or a 77/22?

I am actually thinking of purchasing a new 22 as well, I have been looking at the Ruger 10/22 Carbine

The range you want to shoot and target/game matter too. A Cooey or Ruger bolt will do what most want or the 10/22 for shooting is good too. If you want to do target or longer than 50-70 yards the Cooey is good, I don't know about the Ruger bolt but the 10/22 I wouldn't recommend after say 75 yards for real good accuracy and if you change ammo wow the hit point can change alot.
The Henry rifles always have good reputations, not sure about the accuracy of their survival ones and I haven't fired a Henry in .22 myself and the Brownings are good too but the only .22 rifle I found that could hit at a distance was the Remington Speedmaster. When my dad taught me longer range shooting it was the only one that would do good at the targets, red 6" balloons at 200 yards.

I currently have 4 .22s, the Speedmaster, a cooey single shot, my grandfathers bolt and one I have talked to a few about (not here) and wish I knew the history or just how my dad got it, A MAS/Mauser target 22 rifle with Israeli military proof stamps, any knowledge out there? There was one on CGN once, the seller didn't know anything about it beyond what I know, he was selling it for less than 1/2 what I would want but temptation was solved by a buyer. I got rid of the 10/22 within a year or two of buying it but other shooters with different criteria love them and sold the Martini target that my eyes and its weight were a problem and it was just for target.

The choice you make depends alot of how, where and what you want to shoot I would say.... oh and of course the budget!

Ruger are excellent firearms. The rotary magazine in their rimfires is top notch. My 10/22 is reliable and accurate. My Ruger centrefires are excellent.

In rimfire I've owned a Ruger 10/22, 77/22, a Single-Six and although a centerfire my 77/44 uses the same action as 77/22. Rugers are generally passable out of the box but rarely great. Fortunately there is an ample supply of aftermarket parts to bring them up to snuff should you wish. Ruger wouldn't be my first choice in a bolt-action rimfire. I'd be looking at at a CZ 457or Browning T-Bolt instead.
