Here is what the World Health Organization actually said about vaccine mandates. They regard them as a "last resort" but are not opposed to them unilaterally.

07/12/2021
The World Health Organization (WHO) warns against mandatory vaccinations unless all other options have been exhausted.
Dr Hans Kluge, the Europe Director of WHO told a press conference today that vaccinations should not be made mandatory “if you haven’t reached out first to the communities.”
“Mandates around vaccination are an absolute last resort and only applicable when all other feasible options to improve vaccination uptake have been exhausted.”
Kluge admitted that such measures had been proven effective in some environments, to increase vaccine uptake.
However, the effect that mandating vaccination could have on public confidence and public trust, as well as vaccination uptake, must be considered.
“Ultimately, mandates should never contribute to increasing social inequalities in access to health and social services,” dr Kluge said.
While cases and deaths have more than doubled in the past two months, COVID-19 deaths have remained significantly below previous peaks. Kluge says that the mortality would have been far worse without vaccination. 55% of all people in Europe and Central Asia are fully vaccinated and 43 out of 53 countries now offer an additional booster dose to their most vulnerable populations.
Dr Kluge pointed out new research conducted by WHO Europe and the European Centre for Disease Prevention and Control, which found that from December 2020 to November 2021, at least 470,000 lives were directly saved through COVID-19 vaccination.
“This is an overwhelming affirmation of the value of vaccines and science, a testimony to government and healthcare worker commitment and most of all a great recognition of the public’s acceptance and support to tackling this pandemic,” dr Kluge said.
He said that Europeans needed to shift from ‘reaction’ to ‘stabilization’ mode in this crisis. Five pandemic stabilizers were needed to keep mortality down, including increasing vaccine uptake, administering a booster, doubling the rate of mask-wearing indoor and ventilating crowded spaces.
Dr Kluge said it was imperative to create COVID-safe learning for young children to avoid school closures and home learning. However, it had to be taken into account that there were often 2 to 3 times higher incidence of infections among young children than in the average population.
“As school holidays approach, we must also acknowledge that children contaminate their parents and grandparents at home, with a ten times increased risk for these adults to develop severe disease, be hospitalized or die when non-vaccinated.”
Therefore, WHO Europe calls for the use of masks and ventilation, and regular testing, at all primary schools. Vaccinating children should be discussed and considered nationally, as part of school protection measures.
.Djokovic visa row: WHO says vaccine mandates should be ‘last resort’

London: The World Health Organisation (WHO) on Wednesday said vaccination status should not be used to disqualify people from travelling internationally and governments should only use vaccine mandates as a “last resort”.
The comments came in response to questions from The Sydney Morning Herald and The Age about the ongoing row surrounding world’s No.1 men’s tennis player Novak Djokovic.
Only vaccinated people are currently eligible to enter Australia after the country’s border reopened on a limited basis late last year. A few hotel quarantine spaces are maintained for the non-vaccinated and those given exemptions.
Australia and other jurisdictions around the world have also introduced vaccine passports or apps to allow entry to major events, restaurants and other facilities. They are also now required for workers in some professions.
Djokovic, who has refused to be vaccinated, successfully sought entry to Australia based on claims that a December COVID-19 infection qualified him for an exemption.
He was blocked by Australian Border Force officials, but the Federal Circuit Court overturned the cancellation of his visa. Federal Immigration Minister Alex Hawke is now considering whether to use his discretionary ministerial powers to deport the Serbian.
The situation in effect means Australian Open spectators will have to be vaccinated to watch Djokovic, despite the player himself remaining unvaccinated.
Dr Mike Ryan, executive director of WHO’s Health Emergencies Program, said vaccine mandates should be used with caution and only when a government facing a severe outbreak has failed to persuade its population to get jabbed.
“We see mandates as a last resort ... in the face of a large epidemic,” he said.
“So yes, there are circumstances in which vaccine mandates are supported by WHO but, again, it is subjected to the basic principle that the best way to get people vaccinated is to inform them, to educate, to have a dialogue and to address people’s genuine concerns.
The fate of Novak Djokovic is this morning hanging in the balance as the federal government looks into claims he lied on his travel entry form.
“We always ask that those mandates be clear, be explicit, be time-limited and at the same time ... governments continue to explain to people why they’re doing things and continue to try and convince people of the benefits of vaccine rather than reverting to mandates as a single approach.”
The director of WHO’s Department of Immunisation, Vaccines and Biologicals, Katherine O’Brien, added that no one should be denied access to international travel based on their vaccination status because not everyone in the world has the same access to vaccines.
“Free and full access to safe and effective vaccines is the absolute precondition before a mandate is made and that is a grounding principle,” she said.
“It’s also a grounding reason why there is not a requirement from WHO, [there is not] a recommendation around any requirement for crossing international borders, although the status of somebody’s vaccination may be considered with respect to other conditions that may be imposed on people through the course of their travel.”
Australia has one of the highest vaccination rates in the world.
While Djokovic won an exemption despite having ample access to vaccines, Australia’s strict stance nonetheless denied other players the opportunity to compete in the Australian Open

"Proud Educated Vaxxer"
But the Village idiot used them as first resort....He was slow getting the vaccines into the arms of Canadians, cost many lives. There wasn't any resistance to getting vaccines once they were made available. There are places like Leeds Grenville in Ontario that are over 95% fully vaccinated ...no mandate required...yet here we are.
Offering blood tests to the unvaccinated to confirm if they had immunity would have been easier and cheaper than mandates. They did that in Alberta and 991 out of 1200 unvaccinated were already immune to the virus.“Mandates around vaccination are an absolute last resort and only applicable when all other feasible options to improve vaccination uptake have been exhausted.”
