    I'm sure we've covered this before, but is their some legislation that prevents you from giving ammunition to an unlicensed friend?
    Note: You are giving the ammunition to them, not selling it to them. You are not a dealership that sells firearms or ammunition.
    You have no idea what they intend to use the ammunition for, or why they would want it. It could be to give it to a relative who has a birthday coming up, and they want to give it to them as a gift because they do a lot of recreational shooting. It could be a buddy back at the camp, who is still awaiting the processing of a PAL so could not pick up his own ammunition until the PAL comes through.
    It's possible you might even be acting as a straw-man for someone who intends to use the ammunition in a criminal act.

    Not trying to sound rough on this one but is the answer not in the term PAL? If you don't have a PAL you are not to possess or aquire by any means unless an extension has been granted to an expired license.

    The answer to the question is yes. Section 25 of the Firearms Act prohibits transferring ammunition to an unlicensed person.

    Authorization to transfer ammunition to individuals
    25 A person may transfer ammunition that is not prohibited ammunition to an individual only if the individual

    (a) until January 1, 2001, holds a licence authorizing him or her to possess firearms or a prescribed document; or

    (b) after January 1, 2001, holds a licence authorizing him or her to possess firearms.

    In a related story:

    HALIFAX — One of three people accused of supplying ammunition to the gunman who killed 22 people in Nova Scotia in 2020 has pleaded guilty to a single charge. Chris Hansen, a spokeswoman for the Nova Scotia Prosecution Service, says the lawyer for James Banfield entered a guilty plea in Halifax provincial court today on a charge of transporting without authority under a section of the Criminal Code dealing with prohibited ammunition.

    Banfield, who is the brother of the gunman's common-law partner Lisa Banfield, was originally scheduled to stand trial on Jan. 24.

    Hansen says James Banfield is scheduled to be sentenced on June 1.

    Yes you can. Sec25 F.A. as quoted already authorizes that.

    Echoes of École Polytechnique massacre:
    Shooting at Heidelberg University leaves several wounded, gunman dead
    The chief prosecutor for Heidelberg, Andreas Herrgen, said that the gunman was unknown to authorities prior to the shooting. He did not have a firearms license and appeared to have purchased the rifles outside of Germany.
    The alleged perpetrator was found dead by police. He had two rifles with him.

    Taking a close look at the firearms that were used, they have more the appearance of a double barrel and single barrel shotguns, rather than rifles. I’m not sure what that says about those doing the reporting.
