Cannot establish database connection

I get this pop up on my screen once in awhile when I try to access oodmag.com

Is this an issue on my end or just website maintenance?

Just happened to me twice.

In my early years as a DBA I saw messages like that I usually had to reboot the server. I usually didn't tell anyone and just rebooted. If anyone contacted me after the outage I just said must have been a temporary blip of the system
