Migratory permit in Ontario

I When they open the dove season here in Ontario I argue with someone at the Canadian Wildlife Service about using lead shot on doves as they demonstrate upland game bird habits like the woodcock which can be hunted with lead shot. Pointing out in BC, at the time, hunters were given option of using either steel or lead shot. The best reason he could come up with is that we have to much environmental lead pollution, here in Ontario.

Would be interesting to find out the offical reasoning. My take on it is woodcock hunting involves a shot here and there where as a dove hunt from what I've seen can be a concentrated shooting affair.
