I narrowly avoided a fine for not having one years ago, so I'm pretty sure it is indeed a requirement, unless things have changed.

There's nothing in the ATV/ARV regs that say you need one, for a snowmobile yes.

Maybe not, but it can be as simple as a rope through a piece of ABS drain pipe,
