Penalty for not claiming a tag
In the 2021, 2022 hunting regulations summary page 60 it says there is no penalty for not claiming a tag in the Moose draws. In the 2023 hunting regulations summary, it says there is CURRENTLY No PENALTY for not claiming a tag. Is the ministry thinking of imposing a penalty for not claiming. If they would allow group applications, 2 hunters or 10, and if the hunter with the most points in the group has enough points for a tag, he would have to purchase it, and the remainder of the group is pulled out of the remainder of the draws. I think it would solve 90% of the unclaimed tag problem. It would award the tag to the hunter with the most points in the group and not the hunter in The pool with the least points and getting the tag and claiming it the way it is now. It would also give a lot of hunters a far better chance at a tag that has gone unclaimed as in the past years

The system is pretty good as it is, If you get a tag in the 2nd draw first choice you should have to buy it or loose your points, the majority of tags going unclaimed are cow and calf tags, and most I would bet are the cow bow tags out of cow tags.
Your change is a easy fix. you just have your guy with the highest amount of points go in the draw rest apply for calf tags or don't apply in the second draw at all. It really is straight forward.

Sorry Ralphy,but,your proposal would send us right back to the old system that we wanted to get rid of in the first place. The new system will work,but,it's going to take a bit of time to iron out the wrinkles.
If a tree falls on your ex in the woods and nobody hears it,you should probably still get rid of your chainsaw. Just sayin'....

Why would you waste 5 or10 points on any tag when you could possibly get that same tag with four points as an example. That 5 or 10 points next year might make the difference of you going hunting the next year. I am pretty sure most hunters think that same way. In area 21A of 245 bull tags 52 went unclaimed. Of 374 cow , calf tags 87 went unclaimed. In area 15 B of the 514 bull tags 111 were unclaimed. of 639 cow tags 155 were unclaimed. These are gun stats only.

I don’t know why anybody would think my proposal would send us back to the old system. The old system was based on having enough pool one hunters to get a tag in a group. My proposal is based on at least one of the hunters in the group, having the points required to get a tag And pulling the rest of the group out of all remaining draws. This would burn the Points of the hunter with the most in the group. Being the way the new system is why not apply in the second chance. It is a good insurance policy If your tag holder cannot go for some reason.

Well that's the problem with big groups always seems the tag holder cant go cause it is a random person.
You are the problem thinking that applying in the 2nd draw is for a insurance policy.

The amount of unclaimed tags is concerning. The Ministry could amend the current draw in such a way that groups could apply with the tag going to the hunter with the most points.
Under the current draw framework, virtually no tags are awarded to hunters with their second or third choice. Whatever! It’s my understanding that the Ministry will be reviewing the draw later this year and I expect that they will tweak it to reduce the number of unclaimed tags.

There's a simple solution to that - over allocate tags by the percentage which go unclaimed. Similar to what airlines do with overbooking flights to deal with last minute cancellations and no-shows.

By no penalty, it just means that your point count remains the same as it was instead of going back to zero

They should do a deadline to claim your tag and then have a points based draw after that for the remainder of the unclaimed tags. And also structure this with a timeline in mind that gives hunters an ample amount of time before the season start date so they can plan accordingly. Also those who don’t claim a tag should not be penalized.
