Tritronics Sport80C issues ?

I was given a Tritronics Sport 80C training collar and finally got a new battery for the collar off of Amazon but after installing and giving it a full charge the collar won't turn on. The control unit has a new 9v battery in it and appears to work ok. I checked the owners manual online but not much info regarding this problem in trouble shooting guide and the only caveat I seen was about not turning on collar during charging. Bad battery from Amazon ? Collar was NFG to begin with due to faulty On/Off switch or On button was pushed during a charge cycle which I would assume fried the unit ?
