our camp is pretty proficient and taking multiple bears every spring and every year it's basically the same thing
you want baits out and fully topped out about 2 weeks before the bugs get ultra aggressive. basically peak bear activity for us is when the bugs are so thick that without significant bug protection you couldn't stand to hunt.
we typically see 15-17 different bears hitting the baits, currently we have 5

Just back from camp and my bait put out on the 20th April had been hit but not by any bears , everything else ion the forest, marten, racoon, coyotes, ravens. However on the 05th May at 1.28am I had a couple of good head shots what looks like the big boar from last season. He did not go to the barrell probably because it was completely cleaned out.
I re baited and for the four days I was up it was again hit by that martin but no bears. When I checked my calendar from last Spring, my bait was hit on the 5th April then sporatically, then in June pretty frequent.
I got three deer, a big doe and two yearlings hitting a nearby salt lick, they all look in good shape. Black flies are out and have been for all the time I was there and biting pretty good.

Although I don’t hunt bears, I have plenty of experience baiting bears by accident. Each spring, I set up my trail cameras for deer. At each camera site I erect a deer feeder made of 4” PVC pipe which I partially fill with deer chow- which is a blend of corn, grain, seeds, etc. It also has a strong aroma of molasses.
Most of my sites get hit by bears within a few days and will stick around until it’s all gone. I’ve got images of bears sleeping under the feeders.
Anyway, if I was going to hunt bears, I would certainly use deer chow as bait. They appear to love it and will stick around (for hours!) until it’s all gone.

First sit of the year I took a nice 160lbs boar to get our camp on the board
was really nice being able to hang the bear overnight (2C ) and bugs were very low
