The water quality issue is big!!! If the StA has helped that, that is a big win!! I think the biggest problem for them is bad water and over development and not the stocking, but yes restoring cold water habitat benifits all species... There have been lots caught, but not good bang for buck compared to other species...
As for the OP scugog would be a great place to stock walleye in big numbers and would pay off well as an investment if overfishing is the cause of low eyes! Sometimes low fish populations are not caused by over harvesting, but bad spawning grounds, predation, invasives etc and stocking doesn't always help...
