They charge for the card and all of the licenses simply because they can...not much different from buying gas

Let's be serious. Nothing is cheap.
Look up how much a hunting licence is south the border. NY resident is 88$. Now look what comes with that licence. If deer population would allow you to buy the same amout of tags, the same priviliges would cost an Ontario resident to hunt their backyard a whooping 500$

I remember before the card existed I had a paper fishing license, hunting license and tags. The ministry came out with the outdoors card to rid of all the paper lic/tags by having little stickers fixed to the card. That was a great way to keep everything organized and safe from loss or damage. They now got rid of the stickers and went back to paper tags and licenses. Okay great (not really)... so what is the need for the card?
I bought the 3 yr fishing and small game with mine but whats the point? What if I didn't have the cash at the time to purchase the licenses and just renewed the card? What good is it other than to allow me to buy a license? Why do I have to pay a fee in order to be privileged with my right to buy a fishing/hunting license? Am I not Canadian? Is it a donation? If so why cant I right it off? My Picture is not on it so it cant be used as legal Identification.
What good is it?
Your right
I like the stickers on the back of the card
Much better
They are going back the way it used to be
Carrying all that paper again
Crazy
